We are Licensed and Isured to perform asbetos inspections that enable you to get a Building Permit

The Rules

Bay Area Air Quality Management District (BAAQMD) requires a licensed asbestos inspector (CAC license only) to perform an asbestos survey for all buildings that will be demolished, remodeled, or for which a bearing wall is needed.

The Bay Area Air Quality Management District will require a 10 Day Notification Waiting Period before the planned demolition can begin.

BAAQMD
District Regulation 11-2-401.3 requires that for every demolition or for every
renovation involving the removal of 100 sq. ft./linear ft. or greater of
Regulated Asbestos Containing Material (RACM), a notification must be made to
the BAAQMD at least 10 working days prior to the commencement of demolition/renovation. For residential buildings of
four or fewer dwelling units, 72-hour prior notification is acceptable with the
payment of an additional fee. These materials should not be disturbed, except by
a licensed asbestos abatement contractor who complies with all applicable
regulations.

Under the California Health and Safety Code Section 25915 ET. Seq. notifications
about asbestos containing construction materials must be provided initially by
the building owner within 15 days of the receipt of the information to
co-owners, tenants, employees, contract workers, or others who may encounter
the material, and the notification must be provided annually thereafter.
Notification of new asbestos information (such as any ACM or ACCM identified in
this report) must be provided within 15 days of the end of each 90-day period.
Under Cal/OSHA regulations, this information must also be provided to
contractors, subcontractors, or others whose work may disturb ACM or ACCM,
prior to submission of bids and performance of work. Disposal is the
responsibility of both the owner and the abatement contractor. All debris will
go out as hazardous waste. Wet methods will be used when building
materials are being removed.

In California, the law mandates a comprehensive asbestos inspection and testing by a licensed California Asbestos Consultant (CAC) before any building demolition or renovation project. This requirement aims to protect public health and ensure the safety of the work environment for construction and demolition crews.

A Brief History of Asbestos Use

Asbestos, once hailed for its fire-resistant properties, has become a significant health concern, particularly in older buildings where it was commonly used in construction materials. The discovery of its health hazards, including asbestosis, lung cancer, and mesothelioma, has led to stringent regulations regarding its handling and removal.

The use of asbestos in construction was widespread due to its durability and resistance to heat, making it a popular choice for insulation, roofing, and other building materials until its dangers became widely acknowledged. Recognizing the significant health risks posed by asbestos, California law has established strict guidelines for its management. Asbestos is seldom found in post 1981 buildings; however, some contractors had asbestos containing materials stored in their warehouses that were used immediately after the 1981 ban. 

Asbestos Inspection Requirements

The law aims to prevent the release of asbestos fibers into the air, which can occur if Asbestos Containing Materials (ACMs) are disturbed during construction activities. Asbestos fibers, when inhaled, can lead to severe respiratory diseases, including asbestosis, lung cancer, and mesothelioma, which may not appear until decades after exposure.

The inspection must be conducted by a licensed California Asbestos Consultant (CAC), a professional who has undergone rigorous training and certification to identify and manage asbestos hazards safely. The CAC performs a comprehensive assessment of the building, collecting samples of suspected ACMs and testing the samples in a licensed, certified laboratory to confirm the presence or absence of asbestos. This process ensures that any ACMs are properly identified before demolition or renovation begins, allowing for the development of a safe asbestos removal plan.
